On the new official xenophobia in the United Kingdom
Brexit is something that I've been paying attention to this year. In March, I pointed out that the limited free movement with other Commonwealth countries that some Brexit proponents was offering. (The curious fact that this free movement would be only with rich and white countries is something I noted in passing.) In June, meanwhile, I noted the losses that the United Kingdom would suffer and linked to Zakc Beauchamps' Vox piece noting that, to the considerable extent that migration concerns did impact Brexit, they were at best exaggerated and at worst inaccurate.
Yesterday, my Facebook feed was filled by reactions to an astonishing Financial Times report. I had hoped the reports of Amber Rudd's statements about forcing companies to disclose their foreign workforces were inaccurate, but, alas, no. The Guardian, for one, confirmed this.
Theresa May’s government is facing a growing backlash over a proposal to force companies to disclose how many foreign workers they employ, with business leaders describing it as divisive and damaging.
The proposal was revealed by Amber Rudd, the home secretary, at the Conservative party conference on Tuesday as a key plank of a government drive to reduce net migration and encourage businesses to hire British staff.
However, senior figures in the business world warned the plan would be a “complete anathema” to responsible employers and would damage the UK economy because foreign workers were hired to fill gaps in skills that British staff could not provide. One chief executive of a FTSE 100 company, whose workforce includes thousands of EU citizens, said it was “bizarre”.
The proposals, which are subject to consultation, have also been questioned from within the Conservative party. Lord Finkelstein, the Tory peer, told the BBC it was a “misstep”, while Tory MP Neil Carmichael, chairman of the House of Commons education select committee, said the policy was “unsettling” and would “drive people, business and compassion out of British society and should not be pursued any further”.

Rudd was forced to defend the proposals on Wednesday, insisting they were not xenophobic and that she had been careful about the language used. The home secretary told BBC Radio 4’s Today programme that some companies were “getting away” with not training British workers and “we should be able to have a conversation about what skills we want to have in the UK”.
That, as the Independent reported, this proposal is apparently quite popular with the general British public is another point.
It seems clear that the United Kingdom is heading for a hard Brexit, regardless of the poor economic rationale for this. It also seems clear that this will hit Britain's immigrant populations and ethnic minorities badly. In the case of the relatively recent European Union migrants from Poland and elsewhere, this might even trigger return migrations, to their homelands or elsewhere. I'm reminded of how France's Polish immigrant community first began to grow sharply in the 1920s following the displacement of ethnic Polish workers from the German Ruhr. Will Germany end up the main beneficiary of post-2004 Polish migrants, as I speculated it might have had 2004 gone differently?
The biggest lesson to take from Brexit is this: Whatever else it was about, Brexit was not about opening up the UK to the wider world. This is made clear by the aftermath, still unfolding. If the British government is to adopt a policy of naming and shaming companies which employ foreign workers, with even Irish migrants possibly coming under the aegis of these regulations, it's laughable to say that the United Kingdom is going to globalize.
Maria Farrell's mournful post at Crooked Timber, recapitulating Stefan Zweig's mourning for the open borders of pre-First World War Europe, is entirely appropriate. These losses are terribly sad, and so avoidable if only Britain had more leaders who cared about their country's future.

Four links on Ukrainian migration futures
I have been wanting for some time to do an extended analysis of the ongoing Ukrainian situation. For the time being, here's four articles which suggest interesting future trends for migration from Ukraine, since the end of the Soviet Union one of the largest sources of migrants in the world.
First up is an October 2014 Open Democracy essay by Judith Twigg, "Human capital and the Ukraine crisis". Here, Twigg outlines the demographic dynamics of Ukraine before 2014, noting here migration trends.
[A]ccording to the International Labor Organisation (ILO), between January 2010 and June 2012, 1.2m Ukrainians (3.4% of the adult population) were working or looking for work abroad. About two-thirds of these were men, and one-third women. Most were relatively young (20-49 years old), and the ratio of rural to urban Ukrainian labour migrants is about 2:1. Most are legal, with only about one in five Ukrainian migrant workers irregular. Several non-ILO studies offer far larger estimates of total Ukrainian labour migration, some as large as 5 to 7m seasonal migrants over summer periods. If these larger estimates are accurate, then Ukraine has replaced now-legalized EU-8 nationals as the major supplier of irregular workers at the bottom of European Union labour markets; and the Ukraine-to-Russia corridor is now the second-largest migration route in the world (surpassed only by Mexico-to-U.S.). According to the ILO, the main destination countries for Ukrainian labour migration (2010-2012) were Russia (43%), Poland (14%), Italy (13%), and the Czech Republic (13%).

Over time, Ukrainian labour migration to Russia is decreasing, and to the EU is increasing. Ukrainian labour migrants tend to fall into two categories: young people leaving permanently due to a lack of job opportunities at home, and circulating migrants engaging in temporary labour. One Ukrainian Ministry of Social Policy study has shown that most Ukrainians seeking work abroad do so because of low wages at home (about 80%), as opposed to unemployment (about 10%). Most Ukrainian labour migrants are working in relatively low-skilled jobs, leading to a mismatch between some migrants’ skills and their current work positions. According to the European Bank for Reconstruction and Development, 65% of Ukrainian labour migrants have completed secondary education, 15% have some higher education, and 15% have completed higher education. This produces a situation where almost half of Ukrainian migrants are employed in work for which they are clearly overqualified, a phenomenon referred to as ‘downshifting’ or ‘brain waste.’
In 2012, an estimated $7.5 billion equivalent in private remittances was transferred to Ukraine, equal to about 4% of Ukraine’s GDP that year (and exceeding 2012 net foreign direct investment, which was around $6 billion). This figure rose to $9.3 billion in 2013. This makes Ukraine the third largest recipient of remittance payments in the world, after India and Mexico. According to the ILO, the Ukrainian economy would have lost about 7% of its activity in 2012 without the stimulus effect from these migrant transfers. Remittance flows were first registered in a significant way in 2006 (about $1 billion) and have increased annually since then. The primary source country for remittance payments is Russia, followed by the United States, Germany, Greece, Italy, and the United Kingdom; these payments are therefore coming from members of the permanent diaspora as well as from labour migrants.
ILO data suggest that Ukraine’s main source regions for labour migration are those in the far west: Zakarpattia and Chernivtsi are classified as ‘very high’ source regions, with Volyn, Lviv, Ternopil, Ivano-Frankivsk, Khmelnytskyi, and Cherkasy ranking as ‘high’ source regions. The central regions are classified as ‘very low’ sources, with all of the southern and eastern regions except Luhansk classified as ‘low’ (Luhansk, along with Rivne, Vinnytsia, and Mykolaiv, are classified as ‘average’). This means that, setting aside refugees from the recent conflict in the east, most out-migration from Ukraine is draining the most demographically stable and healthy parts of the country.
Given the scale of the devastation in the Donbas, with some estimates I've come across suggesting half the population or more has left--reputedly often disproportionately of working age--new sources and destinations are also likely.
In February of 2015, Olga Gulina's essay "Re-drawing the map of migration patterns" noted the likely consequences of the collapse of Ukrainian migration to Russia for the receiving country.
[I]n 2014, the number of migrants from Ukraine far outstripped Central Asia. Indeed, the statistical data for 2014 shows a decline in migration flows from all CIS countries, excluding Belarus (up by 4,455 in 2014) and Ukraine (up by 36,106 in 2014). Both Belarus and Russia have introduced simplified rules for residency and employment for people re-locating from areas affected by conflict in Ukraine.
According to statistics from 20 January, 2015, Russia’s Federal Migration Service (FMS) records show that, from the Former Soviet Union, there are 2,417,575 Ukrainians (5.6% of Ukraine’s population) living in the Russian Federation, alongside 999,169 Tajiks (12.1%), 597,559 Kazakhs (3.5%), 579,493 Azeris (6.1%), 561,033 Moldovans (15.8%), 544,956 Kyrgyz (9.6%), 517,828 Belarusians (5.5%), and 480,017 Armenians (15.9%).

The human capital in the economy of Russia’s big cities will suffer irrecoverable losses. Big cities need cheap labour. The traditional spheres of labour migrants’ employment – services and urban amenities, public catering, construction and transportation – are bound to experience labour shortages. The St Petersburg city authorities have already announced that 30% of labour migrants left their jobs in the city’s urban amenities sector. The Moscow city authorities, summarising the results of 2014, spoke about declining numbers of incoming labour migrants. As a result, the inbound migration growth rate in Moscow fell by 40% in 2014 versus 2013.

The most serious changes in migration policy have affected Ukrainian nationals. The events in Ukraine have created a new layer of migrants in post-Soviet space – humanitarian migrants, for whose support Belarus and Russia simplified immigration law (particularly employment regulation). Additionally, the Russian Federation has allocated 366 million roubles (£3.7million) from the federal budget to regions receiving and accommodating those newcomers. According to FMS, the numbers of Ukrainian nationals coming to Russia are still growing. More than 2.6 million Ukrainians stayed in Russia in 2014, and 245,510 among them applied for refugee status and temporary asylum. In January 2015, the number of Ukrainian citizens in Russia had grown by 1.6%.
But the Ukrainian nationals who arrived in Russia as humanitarian migrants in 2014, will be deprived of their previous privileges in 2015. The head of Russia’s Federal Migration Service, Konstantin Romodanovsky, has already announced that all ‘privileges for Ukrainian nationals will end in 2015. We were exceptionally liberal in relation to Ukrainian nationals in 2014, but we will return to normal regulation and treat Ukrainians according to the rules in 2015.’
The collapse of visa-free travel rules between the two countries is also going to hinder future migration. This, again, is explored at Tass, in Lyudmila Alexandrova's English-language commentary "Labour migrants from Ukraine benefit Russian economy".
The lax migration rules most Ukrainian citizens in Russia have enjoyed since the beginning of hostilities in Dobnass expired last Saturday. The 90-day period of their presence in Russia without proper registration will not be prolonged any more. Those of them who have spent more than three months in Russia will now have one month to legalize their status in Russia. Exceptions have been made for refugees from the Donetsk and Luhansk regions of Ukraine. The rules of presence in Russia and the automatic prolongation of their stay will remain unchanged. Those who fail to formalize their status by December 1 will be faced with administrative measures applied to all illegal migrants, ranging from administrative punishment to expulsion and subsequent ban from entering Russia.
There are about 2.6 million Ukrainian citizens in Russia at the moment, says the deputy chief of the Federal Migration Service, Vadim Yakovenko. More than one million of them are from Ukraine’s southeastern regions, and more than 600,000 others are in breach of the migration rules.
Since April 2014 404,000 Ukrainians have asked the Federal Migration Service for temporary asylum or refugee status, and another 265,000 for temporary residence permits.

"Of course, the number of migrants will get smaller," leading research fellow Yulia Florinskaya, of the Russian presidential academy RANEPA, has told TASS. "They will have to either update their licenses and pay big money, something they are not in the habit of doing, or pack their bags. Some of them, the most skilled ones, will leave."
She agrees that the potential of Ukrainian labour migrants is being used not to the full extent: "All experts have suggested giving temporary residence permits to Ukrainians without any quotas."
"We are interested in keeping these people here. Ukrainian migrants play a tangible role in our economy, particularly so at a time when the number of migrants from Central Asia is on the decline. Should these people get up and go, there will be no chance of ever luring them back. This is very bad strategically. Besides, we do have the vacancies for them. Our own able-bodied population has been shrinking by 900,000 to 1,000,000 a year."
I would note, again, that a Russian migration policy that accepts migrants, refugee and otherwise, from the Donbas region and does not accept the same from the rest of Ukraine, particularly given the close links between the Donbas and the Russian Federation, might well create a situation where emigration from a devastated Donbas to Russia will accelerate. The consequences of this for Russia, Ukraine, and the separatist republics could be serious indeed. Who will be left to man the republics' militaries if no one lives there?
Finally, in the commentary "Poland: Immigration or Stagnation" by Thomas Mulhall at New Eastern Europe, an article that looks at the demographic situation of Poland speculates as to the source of that country's immigrants.
Even though a crisis is not imminent in Poland, it is worth looking at where people will come from to fill the inevitable labour shortage when it arrives. The obvious candidate is Ukraine. It is one of Poland's neighbours and its GDP per capita is about a quarter of that of Poland. The countries have historical ties with the western city of Lviv once belonging to Poland. There is also some shared linguistic heritage with many (predominantly older) Ukrainians and Poles both speaking Russian. A smaller number of Ukrainians also speak Polish. Ukraine is also going through a war in the east of the country and an economic collapse that will take years to recover. Poles are genuinely sympathetic to the Ukrainian plight over the situation with Russia and waves of people are already fleeing to Poland, seeking jobs and refuge. The numbers of Ukrainians already arriving/living in Poland’s major cities is very noticeable. Some estimates suggest that the number of unregistered Ukrainians in Poland could be as high as 400,000. Officially, Ukrainians are invited to Poland for temporary or seasonal positions. However, only a small fraction is given residency.
It is safe to say that the Polish society is not very welcoming to the idea of mass immigration. Many Poles look at the effect of immigration on countries such as France and the UK in a very negative way. They hear exaggerated stories of “ghettos” and ethnic tension, and some fear an encroachment of other cultures and identities on their own. [Philippe] Legrain believes that Ukrainian immigration on a large scale would be a good place to start. He states, “If migrants to Poland initially come from places like Ukraine, they will not be that different from resident Polish people, so the cultural shock may be smaller.”

Some demography-related links for the New Year
I've been collecting a few interesting links--articles, blog posts--for some time. Longer thematic essays will come--Ukraine interests me significantly, for instance, as do some of the topics raised here--but for now here's a selection of what I've been reading.
- First off, writing at io9, George Dvorsky argues that extreme human longevity won't destroy the planet. The Atlantic, meanwhile, featured an article by Jean Twenge arguing that popular wisdom on female fertility is wrong, that in fact it's substantially easier for women in their late 30s and even early 40s to conceive than ill-founded statistics would have it.
- Crooked Timber had two posts in November taking a look at the risks faced by clandestine migrants, one on overland Mexican route and one on the overseas route to Australia.
- In East Asia, meanwhile, the National Interest has warned that the aging and shrinking Japanese population may weaken Japan vis-a-vis China (the Japan Daily Press noting that births have reached all-time lows in the modern era while deaths have reached all-time highs). The Economist's Buttonwood blog uses Japan's fate to meditate on the future of advanced economies.
- Elsewhere in the region, the Taipei Times notes South Korea's continuing problems with integrating immigrants--at least working-class immigrants; according to the Want China Times, investor-class immigrants are doing quite well in Jeju island. The Diplomat observes that immigration from Africa is creating a sizable enclave of immigrants in Guangdong, while Marginal Revolution cited an authority who claimed that one child in five was growing up without their parents, migrant workers in the city.
- In the Middle East, a post by Noel Maurer at The Power and the Money on Syrian refugees caught my attention: of the huge number of forced emigrants, many live in Lebanon, where one resident in three is now Syrian.
- In Singapore, Marginal Revolution examined inequality in Singapore and that city-state's very low birth rate (I think there's a connection), while the Wall Street Journal's Southeast Asia blog wondered if very high rates of immigration are aggravating internal issues.
- NPR, looking to southern Europe, observed Portugal's baby bust and commented on the return of mass emigration in Greece. Eurasianet has observed that Latvia is trying to shut down an investor-class residency program that has been quite attractive to migrants from the former Soviet Union, particularly Russians and Central Asians, part of an effort to avoid a Cypriot-style economic bubble.
- According to Presseurop and the Financial Times, meanwhile, strong economic growth in Poland is starting to attract large numbers of immigrants to that country. (This immigration, it should be noted, exists alongside still high levels of emigration to western Europe.)
- France, a country of emigration? Le Nouvel Economiste warns (in French) that France risks losing its underemployed young, while a Business Week report profiles French workers who commute across the Rhine to work in Germany.
- I rather liked Jamie Mackay's Open Democracy essay explaining how Chinese migrants in Venice were being used as scapegoats for the problems of that city (and country, by extension?).
- In Canada, a recent book by Bob Plamondon critical of long-time Liberal prime minister Pierre Trudeau has made the argument that the shift in immigration under his rule, specifically shifting priorities from skilled workers towards family reunification, diminished the benefits of immigration.
- Le Devoir discusses (in French) the demographic challenges of Québec, with a rising (if sub-replacement) fertility rate and consistent problems in attracting immigrants. (This came out before the recent CBC report highlighting rising outmigration from la belle province.) In Ontario, meanwhile, the low birth rate means that the cohorts of new university students--as noted in MacLean's--will start to fall.
- The Atlantic Cities had an extended essay by Howard W. French talking about how the growth of African cities, in population and in economic weight and in governance, would reshape the map of the continent.
- The Atlantic Wire and the Washington Post both reported the recent American census finding that population increase in the United States is concentrated among non-white populations; white populations have started to experience negative decrease.
- On the topic of diasporas and ethnic identities, the Volokh Conspiracy linked to a study suggesting that 27% of Jewish children in the United States lived in Orthodox homes, suggesting that Orthodox Jewish birth rates are such that the Orthodox share of the Jewish community will grow sharply. (I've read of similar findings in the United Kingdom.)
- Window on Eurasia has a lot of interesting posts. Paul Goble noted that projected populations for most of the former Soviet republics made two decades ago are vastly overstated, the Central Asian republics being the big exception, and arguing that Russia has only a short time to deal with its, temporarily stabilized, demographic disequilibrium. (The Chechen birth rate is reportedly quite high, making it an exception; five of the seven republics of the North Caucasus now have sub-replacement fertility rates.)

Taking a look at Jonathan Last's arguments on migration
Demographics writer Jonathan Last (Wikipedia article, official site) has gotten a fair bit of attention for his Wall Street Journal essay "America's Baby Bust", wherein he argues that the United States' slowing economy is directly connected to low fertility. Much of the reaction to his analysis has been critical. Writing in The New Republic, Rui Texeira questions Last's dismissal of immigration and his piecemeal remedies for low fertility (tax breaks as opposed to government programs). It's taken apart scathingly by Love, Joy, Feminism!'s Libby Anne, who rightly finds Last's equation of Chinese forcible one-child policy with small American families ridiculous, Last's dismissal of the idea that things could be done to make family life easier on the grounds that people shouldn't necessarily expect happiness ill-guided, and makes an argument that Last's focus on fertility of well-off white American women reflects the "race suicide" rhetoric of early 20th century American eugenicists.
Me, I'd like to take a look at a Los Angeles Times op-ed that got published on the 8th of February, simply titled "Fertility and Immigration". I think this to be one of those articles that could benefit from a fisking.
In Washington, politicians are trying to reform America's immigration system, again. Both President Obama and Republican Sen. Marco Rubio (R-Fla.) are proposing "paths to citizenship" for an estimated 11 million illegal immigrants. Other proposals abound, including finishing the border fence, creating a better E-Verify system for employers and passing the last Congress' Dream Act.
All of these ideas, however, fundamentally misunderstand immigration in America: Future immigration is probably going to be governed not by U.S. domestic policy choices but by global demographics.

2. Against Last, he really does overlook the importance of policy in determining major migration flows. Consider the movement of Poles to Germany. Large-scale Polish migration west dates back to the beginning of the Ostflucht, the migration of Germans and Poles from what was once eastern Germany to points west, in around 1850. By the time Poland regained its independence in 1919, hundreds of thousands of Poles lived in Germany, mainly in the Ruhr area and Berlin. Leaving aside the exceptional circumstances of the post-Second World War deportations of Germans from east of the Oder-Neisse line, Polish migration to (West) Germany continued under Communism, as hundreds of thousands of people with German connections--ethnic Germans, members of Germanized Slavic populations, and Polish family members--emigrated for ethnic and economic reasons. In the decade of the 1980s, up to 1.3 million Poles left the country, the largest share heading for Germany. Large-scale Polish migration to Germany has a long history.
And yet, in the past decade, by far the biggest migration of Poles within the European Union was directed not to neighbouring Germany but to a United Kingdom that traditionally hasn't been a destination. Most Polish migration to Germany, it seems, is likely to be circular migration; Germany missed out on a wave of immigrants who would have helped the country's demographics significantly. Why? Germany chose to keep its labour markets closed for seven years after Poland's European Union admission in 2004, while the United Kingdom did not, the results being (among other things) that Polish is the second language of England.
Regulations matter. I've already noted that in Mediterranean Europe, the large majority of immigrants don't come from North Africa, notwithstanding reasonably strong trans-Mediterranean ties. Why? Restrictive migration policies. Other examples can be easily found. Migration to different countries occurs largely at the will of different countries. There are no hordes battering down the doors.
For the last 30 years, a massive number of immigrants has poured into the U.S. from south of the border. Today there are 38 million people living in the United States who were born somewhere else. That's an average of more than 1 million immigrants a year for three decades, a sustained influx unlike any we've seen before in U.S. history. And regardless of what policies Washington decides on, that supply is likely to dry up soon.

When it comes to immigration, demographers have a general rule of thumb: Countries with fertility rates below the replacement level tend to attract immigrants, not send them. And so, when a country's fertility rate collapses, it often ceases to be a source of immigration.
1. That's not a hard-and-fast rule. Looking to the post-Second World War era, for instance, even though fertility rates in North America and western Europe were substantially above replacement levels, these regions still attracted large numbers of immigrants. Why? Simply put, economic (and political) conditions in these countries were sufficiently attractive to migrants, who could easily find work.
2. A collapsing fertility rate does not mean a country stops being a source of immigration. Look at post-Communist Europe, if you don't believe me. Now, it is true that if fertility falls to low levels and stays at low levels, the size of the cohorts of potential emigrants will eventually shrink. I don't think it a coincidence that Romania has emerged as a source of immigrants as the cohort of children born under Ceaucescu's pro-natalist policies comes of age. That shrinkage by itself does not mean a diminished propensity to migrate, however. Look, again, at Romania. The ability to migrate, whether we're talking about being able to afford the various costs and benefits of the movement or the non-existence of barriers to migrate (or even the existence of incentives to migrate is more substantial a factor than the mere presence of a cohort of people of which some may become potential migrants.
Consider Puerto Rico. In the 1920s, Puerto Ricans began to trickle into the United States. Their numbers accumulated slowly, and by 1930, there were 50,000 Puerto Ricans living in the U.S. (nearly all in New York City). Over time, however, the community reached a critical mass, and by the mid-1940s, 30,000 Puerto Ricans were arriving every year. The Puerto Rican wave continued, and grew. In 1955, 80,000 Puerto Ricans came to the United States.
But from 1955 to 2010, the number plummeted. Even though the population of Puerto Rico had nearly doubled in that time, the total number of Puerto Ricans moving to the United States in 2010 was only 4,283.
Why? After all, migrating to the United States from Puerto Rico had become easier, not harder. And while economic conditions in Puerto Rico brightened somewhat, the opportunities and standard of living in the U.S. are still superior.
What happened is that Puerto Rico's fertility rate imploded. In 1955, Puerto Rico's total fertility rate was 4.97, well above replacement. By 2012, it had fallen to 1.64 — even further below the replacement line than the United States'.
I went to the Penn World Tables and pulled data on Puerto Rico for the 1950-2011 period.
"Brightened somewhat" is faint praise indeed for the Puerto Rican economic miracle. PPP-adjusted GDP per capita in Puerto Rico rose from a shade over 18% of the United States average in 1950 to 58-59% in 2010, depending on the exact method used. It grew by 250% in the two decades after 1950, experienced a brief regression and slow recovery in the 15 years subsequent, and since 1985 has continued to converge notably. All this economic growth has come has the population of Puerto Rico has almost doubled, and as the American economy has of course continued its own growth.
Living standards in Puerto Rico have risen hugely. If they hadn't, and all things remained the same, Puerto Ricans would still be leaving their island for the United States in very large numbers. Total numbers might be smaller, but the propensity to leave would not have diminished palpably.
Many Latin American countries have already fallen below the replacement level. It's not a coincidence that sub-replacement countries — such as Uruguay, Chile, Brazil and Costa Rica — send the U.S. barely any immigrants at all. The vast majority of our immigrants come from above-replacement countries, such as Honduras, El Salvador, Colombia, Guatemala and Mexico.
One thing that Last seems to have overlooked completely is that the countries with sub-replacement fertility in Latin America that he named are (by and large) not only the more economically developed countries in Latin America and therefore would be less likely to send migrants than less developed ones, but that these countries have ties outside of Latin America to countries other than the United States. (The small republics of Central America and the Caribbean are quite poor, and are almost as dependent on the United States in many ways as, oh, Puerto Rico. Mexico is the exception, mainly because Mexico borders directly on the United States. If it didn't, there would not be somewhere in the area of forty million people of Mexican background in that country.)
For instance, Last says that there aren't many Brazilians in the United States. That's true; as the Burgh Diaspora's Jim Russell recently noted, many Brazilian migrants are returning to their country. That said, Brazilian emigration is overwhelmingly not concentrated on the United States. There are at least as many Brazilians living in Japan as in the United States, and more Brazilians living in western Europe. The United States is not the world.
Consider Mexico, which over the last 30 years has sent roughly two-thirds of all the immigrants — legal and illegal — who came to the United States. In 1970, the Mexican fertility rate was 6.72. Today, it's hovering at the 2.1 mark — a drop of nearly 70% in just two generations. And it's still falling.
The result is that from 2005 to 2010, the U.S. received a net of zero immigrants from Mexico.
Stricter border control has, of course, played no role in this.
Last is right to note that the global demographic transition will diminish numbers of potential migrants. He is wrong to conclude that it will diminish the propensity of people to migrate, and doesn't take into consideration the critical role of public policy in either enabling or disabling flows of migrants. Give it a C minus.

Some predictions for the near future
Yesterday's post dealt with the demographic patterns of the past. What of the future?
I'm making these predictions keeping in mind what I noted in November about the huge error bars which can apply to predictions--especially but not only if they're not made conservatively. There are all kinds of feedback loops in different populations, with the selective incorporation and implementation of different cultural traits by different subpopulations, these subpopulations interacting and influencing each other in any number of unexpected fashions. I can imagine some interactions producing wildly different scenarios, unexpected surges (ro collapses) in migration and fertility and mortality and technology.
Still: Let me go out on a limb.
Reproductive medicine is going to become steadily more advanced, effective, and in-demand, as research continues encouraged by the continuing postponement and recuperation of fertility aqs a result of changing cultural mores and economic pressures. I want to write more about this next year, but suffice it to say that I think compelling reasons can be made for access to reproductive medicine as a human right, as a matter of equity.
As I've noted before, longevity is going to be interesting. On the one hand, we know the sorts of cultural and other interventions which produce not only extended lifespans but healthy lifespans--"integrated" cultures, moderation in diet, and so on; on the other hand, the growing importance of the metabolic syndrome of obesity's side-effects is going to create pressures for effective medical interventions. This may mitigate the effects of population aging by creating healthier elderly cohort better able to participate in society, thus undermining the premise of the classic dependency ratio. Whether or not cultural inclinations will change in response is another question.
There's going to be interest in any number of low fertility societies in the cultural norms of high-fertility societies, whether the American model of relatively early fertility accompanied by more classic patterns of nuptiality in an individualistic context, or the northwestern European model of relatively late fertility largely outside of traditional family contexts (common law relationships and civil unions, say) in a state supported context. Immigration can only compensate so much. Again, whether or not the changes necessary to support shifts to higher-fertility regimes will be implemented--not only government policies, but the underlying cultural attitudes towards the role of women and the composition of families--is another question. At some point change may be necessary.
The economic incentives for migration remain, and notwithstanding the shift to lower and eventual subreplacement fertility in traditional sending countries migration from relatively disadvantaged to relatively advantages regions and countries is going to continue. These migrations won't be defined solely by geography, but will be defined by cultural and historical connections and may be quite unexpected in their directions and intensities. I'll go out on a limb and expect that Poland, with its cultural ties to a poorer eastern Europe, a dynamic economy, and links to China and Vietnam, will follow Spain as an emergent and major destination for migrants from its Eurasian hinterlands.

War and demography
The 11th of November is Remembrance Day in Canada and other Commonwealth countries, known as Veterans Day in the United States or as Armistice Day in France and elsewhere. As a commemoration of the first industrialized mass war of the 20th century and prototype for the broader second, it's a unifying symbol.
War impacts demographics. Obviously. My co-blogger The Oberamtmann at History and Futility noted that in a piece of his examining Armistice Day in France.
In World War One, America lost 117,465, 0.13% of the population, and fought only at the end. The standard narrative of the war is fresh American troops coming and making the difference because they had not already been fighting for four straight years. France lost 1,697,800 soldiers and civilians, making up 4.29% of the population, a much bigger blow. The vast majority of World War One’s Western Front was on French soil. France’s early defeat in World War Two spared it from many of the human losses, in terms of body count, that it suffered in World War One. World War Two was America’s second-bloodiest war after the Civil War. I think France limiting November 11 to the First World War is a sensible decision.
Not, it should be noted, that France did better than the United States in the second, particularly insofar as civilian losses were concerned, just that losses were well below one percent of the population.
War changes demographics, through decreased natality and increased mortality, through forced migrations and rapid sectoral change in economies, through the different tissues of human relationships torn and knitted, through its asymmetrical impacts on different populations. France might well not have been such a magnet for immigration in the 1920s and 1930s had its population of young working-age men not been gutted; communal tensions in Canada, themselves partly motivated by demographics, were aggravated greatly by the First World War in particular; the relationships of Poles and Ukrainians with their shared province of Galicia has coloured the 20th century to a surprising degree; a partial homogenization of German culture across regions may owe much to the resettlement and redistribution of ethnic Germans from across central Europe across West Germany. War changes a lot of things.

Why it's not a good idea to scare away the creative class
In a recent report, Wirtualna Polska emphasized how the large population of Polish emigrants is not only relatively young and well-educated, but not very likely to return to Poland despite retaining strong ties with Polish culture.
Polish emigration to the UK and the Republic of Ireland since the May 2004 entry into the European Union has reached 500,000 to 2 mln people, research firm ARC said in a report out Thursday.
The firm's base-line estimate is of 750,000 Poles in the UK and a third of that in the Republic of Ireland.
"Only half of the emigrants have realistic plans to return to the country, that is they plan to return within four years," ARC Rynek i Opinia Vice-President Adam Czarnecki said.
The average Polish migrant to the UK is relatively young and well-educated. Three-quarters of the emigrants are in permanent employment with half of those performing skilled manual work.
A fifth of the total work in construction, while the hospitality industry is the second-biggest employer. Over-qualification is a common phenomenon, with as many as 22% of Poles in manual jobs in the UK holding university degrees.
"What seems worrying is that mostly educated young people around 30 years of age are leaving Poland," ARC's Czarnecki said. "That could in future have a negative impact on the Polish economy and the country's development."
While Poland has been an exporter of people for centuries, the latest emigration wave stands in marked contrast with the earlier generations of Poles abroad. The young and educated emigrants take advantage of information technology to maintain what ARC calls "an illusion of closeness to family and friends."
Poles in the UK are also able to purchase familiar brands in the UK, with fully six in ten saying they "buy Polish" while abroad.
A similar proportion go online to keep up with news from the old country, while many also watch Polish television and listen to Polish radio. Of the Polish internet surfers in the UK and the Republic, nine-tenths use communicators to talk to their close ones back home.
Economic disparities--Poland's poverty, and western Europe's wealth--clearly are the biggest motivating factor. There's no question that if it's easier to earn funds for a better standard of material living in one areas of the world than in another, then barring state sanction migrants are going to go from the less favoured area to the more favoured area. Another, often overlooked reason for migration, however, might be found in the public cultures of the receiving and sending areas.
Last July, young Polish author Dorota Masłowska complained in the Guardian Weekly about the prospects for Poland's baby boom generation. Chances for good jobs and a decent standard of living mattered, but what Masłowska argued was the deciding factor for many potential emigrants was the new populist conservatism of the Kaczynski government.
In October 2005, Lech Kaczynski, the candidate for the rightwing party with the Orwellian name "Law and Justice", gained 54% of the popular vote in the presidential elections. I remember how my friends and I mourned that evening, how we sent each other texts: "It can't be true! This can't be happening!"
Polls showed that Kaczynski had mostly been elected by country people with poor educations. But what about the other half of society, what about the young people, who don't want to take an A-level in religious studies or take part in lessons on "natural methods of birth control"?
For me, what is happening in the political arena is simply obscene. And the weeks and months ahead look likely to bring new waves of unheard of political pornography. Underground clubs are being closed down. Programmes where someone intends to discuss fascism are taken off the air. Others are censored. One well-known feminist was practically lynched after she made a joke on a talk show about our so-called "rosary circles". In the name of national values, our president recently had a major row with the Germans because in some satirical paper they called him a "potato". We all blushed with shame as we watched him slugging it out day after day on TV.
At the same time he aims to introduce so-called "patriotism lessons" into schools. And since the leader of the "League of Polish Families" and "All-Poland Youth" became Minister for Education, measuring his success in stones thrown at demonstrators during "Equality Marches" (please note the hallucinatory quality of these titles), demonstrations by young people, students and teachers have become an everyday occurrence.
They estimate that 1 to 2 million people have recently left Poland. They are not the deranged pensioner brigade, the so-called "mohairs" in their fluffy hats. Those people feel very at ease in a Poland where every second person crossing the road is a policeman, and fewer and fewer drivers are jumping red lights, and hardly anyone puts their feet up on public benches any more or drinks beer in the park. At last.
The reason for the peace and quiet is that young Poles have packed their suitcases instead. And not just because of their lack of prospects, but because of all the extra law and justice.
Masłowska's view has some merit. Ireland, in the generation after independence, experienced both heavy emigration and a sustained decline in income relative to its European peers, to the point of partly depopulating during the 1950s. Conventional wisdom has it that the cause might be found at least partly in the decidedly conservative policies of the Irish state, preoccupied by the nationalist reaction to the independence and partition of Ireland and giving control over social policy and education to the Church and conservative nationalists in such a way as to hinder Ireland's shift from an idealized conservative rural society into a culture more typical of modern Europe.
Might Poland be following the pattern of mid-century Ireland? That the emigration began despite strong economic growth, and that the emigrants are still connected to Poland, suggests it could be. Since Masłowska wrote her article, between foreign-policy conflicts with Germany and Russia the Kaczynski government has gone on to attract criticism for its homophobic policies, including the illegal creation of a police database on Polish gays and the gay community and the dedication of units of the Health Ministry to helping people look out for gays, who will hopefully be cured--if they don't leave for Britain, that is. At the same time that the Polish government and its health ministry is trying to police the moral health of the Polish nation, and despite hoping to encourage a higher birth rate among Polish women in part to compensate for Poland's emigration, maternity wards in Polish hospitals are facing very serious problems, overstretched by the sheer number of women born in the baby boom of the 1980s--Masłowska's generation--who are starting to become mothers themselves.
To help the already stretched healthcare system, hospitals offer some services for additional fees and the government turns a blind eye on this practice.
In maternity hospitals it has become normal to charge women about 700 zlotys ($240) for painkillers during childbirth and some 900 zlotys for nursing care -- more than the equivalent of the minimum monthly wage.
But the difficulties have not discouraged the government from pushing its campaign for more births.
One traditionalist party in the ruling coalition wants to encourage more women to stay at home to have children and is also lobbying for a total ban on abortion in Poland, which already has some of the toughest regulations in Europe.
"The politicians think that forcing women to give birth to all children -- healthy, sick, wanted and unplanned -- will increase the natural growth," said Monika Rejer, a midwife in a maternity hospital.
"On the contrary, what they are doing is really discouraging women from having babies at all and, certainly given these conditions, in hospitals."
The examples of mid-century Ireland and modern Poland bring to mind the lessons of economist and urban theorist Richard Florida and his extensive writings on "creative class", defined by him as a population of workers devoted to the manipulation and the creation of what Bourdieu called cultural capital: lawyers, software programmers, scientists, writers, and others. According to Florida, the ability of cities to support the sort of cultural diversity that attracts these free-minded, comfort-seeking people plays a critical role in sustaining the overall economic growth of cities, especially in the context of increasing international competition for these workers and the industries associated with them. In the case of Poland, an overly close association of the country with a whole set of public policies considered reactionary by European standards--state-sponsored homophobia, crude pro-natalist policies driven by a latent hostility towards women's autonomy and comfort, a nationalism that can be perceived as xenophobic--not only would do little to attract immigrants, but it would do much to drive away Poland's native population. This appearance, in the context of a increasing intra-European and global competition for skilled workers, is almost certainly a major problem for Poland, for how long can it continue its strong post-Communist growth without workers (new workers, and skilled workers) to produce and consume?
